An item reported that the officer corps of the Russian navy was to be increased with 22 vice admiral, 35 rear admiral, 102 captains 1st class, 349 captains 2nd class, 900 lieutenants and 777 so-called fähnrichs which were officer candidates. Furthermore 11 flag engineers, 140 older engineers, 200 engineer assistants and 175 younger engineer. In the naval harbours Kronstadt, Sevastopol and Libau [nowadays Liepja, Latvia] were engineers an inspectors appointed.
