An item reported that as a result of the budget report of Mr. Messiny the French arsenals at Toulon and Cherbourg were to be used for building submarines and repair of squadron ships while the arsenals at Brest and Lorient were to be used for building larger ships like armoured cruisers and battleships. The arsenal at Rochefort was mainly to be used for torpedo boats and destroyers.
