An item reported that in September 1906 a commission with as chairman rear admiral C. Olsen was appointed which had to develop a blueprint for the Swedish navy in the coming years. In January was a shipbuilding program presented in which the demands for several types of warships specified.
The coastal defence ship 1st class had as dimensions 119 x 19 x 6,4 (medium) metres and a displacement of 7.500 tons. The machinery and Yarrow boilers supplied 17.500 ihp allowing a speed of 21 knots. With a coal bunker capacity of 450 (standard)-800 (maximum) tons was the range with a speed of 14 knots 3.000 miles and with maximum speed 900 miles. The armament was to consist of 4-28cm guns, 4-19cm guns, 11-10,5cm guns, 4-3,7cm quick firing guns and 2 submerged torpedo tubes. Crew numbered 450 men. Armour consisted of a 20cm thick belt and turret armour. Building costs 13.450.000 crones.
