Soviet naval tug towing merchant ships off Archangelsk, Russia according to a CIA report dated 12 September 1958

An item reported a Soviet tug apparently towing small merchant vessels on the geographic location 67.10 north and 40.40 east on a course of 180 degrees in early June 1958. In the White Sea were more similar ships under tow sighted.
