Russia needed a new type of diesel electric powered passenger ship for the Volga according to a CIA report dating from the 1950s

An item referred to the publication Susa Novykh Tipoc dlya Bol’shoy Volgi, written by A.P. Strakhov, Moscow 1954 dealing with new kind of ships to serve on the Volga. The river channel would in the future be changed caused by constructing by hydroelectric power projects and corresponding attendant reservoirs. So in this manner were new types of river ships needed including 4 types of passenger ships.

One type was a 800hp diesel electric design with as dimensions 76,0 (between perpendiculars)-79,7 (over all) x 9,6 (moulded)-12,2 (over all) x 3,16 (height amidships) x 1,95 (mean loaded) metres, with 800 brake horsepower was her speed of 1, 2 kilometres, a crew numbering 48 men, accommodation for 302 passengers and able to taken 80 tons cargo (deadweight) with her. The Rossiya commissioned at the end of the 1952 navigation season was a good example of such a twin screw driven ship which could be used under reservoir conditions. The auxiliary machinery was electrically powered by 2 auxiliary diesel generators. The main propulsion consisted of 24 cycle non reversing diesels.
