U.S. Naval Reserve significantly decreased according to the Weekly Intelligence Summary No. 43 dated 29 October 1921

An item reported that the U.S. Naval Reserve was to be decrease significant with on 30 September around 28,000 officers and 225,000 sailors in recept of retainer fees. The numbers were to be decreased almost immediately to just about 5,000 officers and 75,000 sailors while the Congress refused to grant the appropriations needed to maintain the larger numbers.
