According to an item dated Paris 24 April approved the French parliament with 422 votes against 29 the budget needed to execute the second part of the naval shipbuilding program. Chapped Elaine (1) pointed out that the naval budget before the First World War of 600.000.000 francs although doubled wasn’t extremely large. Dumesnil (2) former minister of navy remarked that France responded to the Naval Treaty of Washington with maintaining just a fleet for defensive purpose.
