The German naval shipbuilding program according to the Dutch newspaper De Sumatra Post dated 3 December 1930

To the yet not approved naval budget of 1931 was a schema added dealing with the building program for 1913-19136.The battleships Ersatz Preussen with total building costs of 75,000,000 mark was to be completed in 1932. With the building of the battleship Ersatz Lotharingen costs 73,000,000 was started in 1931 and to be completed in 1935. Further more were mentioned the Ersatz Braunschweig (1931-1936), Ersatz Elsas (1935-?) and was the cruiser Leipzig costs 42,000,000 to be completed in 1931. In 1934 were four reserve destroyers, 5 guard vessels in 1931 and 1932 and 5 torpedo boats in 1936 to be laid down. The artillery training ship Ersatz Drache costs 9,500,000 mark was to be completed in 1931 and with the start of the artillery training ship Ersatz Hay would be started in 1936. During the coming years was a average annual amount of 50,000,000 mark for new building to be spend.
