The French naval policy according to the Dutch newspaper Het Vaderland morning edition dated 26 March 1930

Paris, 25 March. When in the Senate the budget for foreign affairs was discussed reminded Briand the members the peaceful roll which France played and that France was concerned about her security. France was loyal to the motives of the League of Nations whose main mission was to prevent wars and obtain a world wide peace. One mean was to decrease the military forces and expenses. Since the Naval Treaty of Washington did not built France new battleships but it was clear that with a large colonial empire she had to secure the communication and her interests. France did not intend to join the arms race and the fleet which was now to built was 1/3 smaller as the one for the First World War.
