Naval strength of Turkey and Russia in 1787 or 1788

I found one list dated 18 February 1788 dealing with comparing the strength of the navies of Turkey and Russia in the period that both empires collided. According to the list Turkey was the strongest of the two, in fact time showed otherwise. The list gives as date 11 April [1787?], while someone else wrote 18 February 1788 with the name of captain Kersbergen (?). The Dutch representative at Constantinople wrote several letters to his superiors in The Hague giving a lot of background information. (1)
Turkey
Lying in the roads: 12 ships armed with 52-70 guns, 4 frigates, 4 corvettes, 12 sloops, bombs and gunboats, total 42
In the harbour of Constantinople: 3 ships armed with 54-68 guns, 8 galleys, on stocks 1-74 gun ship, 6 bombs
At Galaze were fitted out 2-36 gun frigates
Total 62
There were another 23 warships, large and small, serving off Egypt and in the Archipelago and other 12 gun sloops and bombs.
