Chinese naval program according to the Dutch newspaper Algemeen Handelsblad morning edition dated 19 August 1928

An item dated Nanking 18 August reported that general Tsjank Kai-Sjek (1)was present by the launching of a small Chinese gunboat stating that China had to be a naval power of the first rank and needed for this purpose within 10 years a fleet of 600.000 ton. This was the only way to obtain a complete Chinese independency.
