USA lacking enough ships for Philippines expedition according to the Dutch newspaper Algemeen Handelsblad evening edition dated 28 May 1898

An item dated Washington 27 May reported that the US cabinet continuously had problems with chartering of the ships needed for the Philippines expedition. She still needed 15 transports and six colliers.

1. The USA and Spain were between 25 April and 12 August 1898 involved in the Spanish-American War. The same year declared the Philippines her independence on 12 June while proclaiming an own government and with the proclamation of the Malolos Constitution founding the First Philippine Republic or Malolos Republic which was neither by Spain or the USA recognized. The Philippines were at that moment no longer a Spanish colony but as a result of the Treaty of Paris of 10 December 1898 ceded to the USA which latter country was now involved in the Philippine War 1899-1901/1902.
