The commission for naval affairs proposed the Secretary of Navy a program for 1913 to start that year with the building of six 1st class battleships, 16-18 destroyers, a maintenance ship, 1 hospital ship and some colliers, gunboats and transports. The costs to execute this program were estimated to amount 240.000.000 dollars.
