Foreign sailors for Italian merchant ship according to the Dutch newspaper Het Vaderland dated 17 March 1928

An item dated Rome 16 March reported that to benefit the Italian merchant shipping decided the cabinet to supply to foreign sailors which want to serve on board of Italian merchant ships a free visa.
