England seizing French merchant ships according to the Dutch newspaper Dagblad nieuwe Hoornsche courant dated 19 July 1940

An item dated London reported that the British department for merchant marine announced that all French merchant ships lying in the harbours in the British empire would be seized according to the defensive rules.
