American navy lieutenant Percival proposed building specialized escort vessels according to the Dutch magazine Marineblad 1935 no. 7

An item referred to the magazine Pro. dated November 1935 which reported that lieutenant Franklin G. Percival (1) made a request for special escort vessels fitted out with diesel engines allowing a speed of 22-25 knots. They were to be armed with ¾-12,5xm guns also to be used as anti aircraft guns, depth charges, some torpedo guns placed on deck and machine guns in duo-triple deployment.

1. The retired lieutenant who wrote the note “Wanted: A New Naval Development Policy,: published in May 1943 in the United States Naval Institute Proceedings, page 655-668? He was also interested in the use of aircraft carriers in times of war. In 1929 general prize essay contest winner for the same institute with his essay “The Speed of Battleships.”
