US Admiral Grant and the US naval policy during the First World War according to the Dutch newspaper Rotterdamsch nieuwsblad dated 31 March 1920

An item dated Washington the 29th reported that the Senate commission which was investigating the US navy policy during the First World War interrogated rear admiral Grant.(1) He stated that the US submarines were complete incapable for warfare against Germany. He commanded in the war the division submarine of the Atlantic Fleet. The submarines were to small and of to many designs, just capable for a too small operation area, unsufficient armed and fitted out with wore engines.

1. Albert Weston Grant (14 April 1856 Benton, Maine, USA-30 September 1930 Philadelphia, Pennsylvania, USA), ended his career (1873-1920) as vice admiral. He commanded in 1918-1919 the entire West Atlantic U.S. Fleet.
