Japan building fast merchant ships adjustable for war purposes according to the Dutch newspaper De Telegraaf dated 28 July 1936

An item reported that Japan intended to built fast cargo ships with a minimum speed of 20 miles which was twice as fast as the usual cargo ships. This intention was a result of the National Defence Program which included subsidizing the Japanese freight shipping and building of improved ships. Although the  building of these ships was twice of the usual ships they could be better used for defence purposes if needed.
