Japanese cabinet subsidizing merchant marine according to the Dutch newspaper De Telegraaf dated 25 April 1934

An item reported that according to rumours the Japanese cabinet intended to subsidize the Japanese merchant marine with a budget of around 8 million yen and further more to stimulate the building of new merchant ships (including freighters).
