The press association Aneta Reuter published a item dated New York 17 August dealing with the fact that newspapers suggested that England and France had a naval agreement. The newspaper thought that agreement caused large concern in the American government although the American newspaper New York Times in a leading article reported that is was sure that England didn’t had an offence attitude against the United States or wanted to prevent an own American naval course. The alarm was caused by the visit of admiral Hughes (1), chairman of the naval staff to the White House and the coming visit of Kellogg at London and Paris.(2)
