Russian naval shipbuilding program according to the Dutch newspaper Vlissingse Courant dated 23 May 1911



The correspondent of the newspaper The Times at St. Petersburg reported after have spoken with several naval authorities that the intended modernisation of the Russian navy was to be executed. The Doema allowed a budget of 150,000,000 rubles for starting immediately with building ships for the Black Sea and a similar budget for the Baltic. This shipbuilding program consisted of 4 dreadnoughts and 6 submarines for the Black Sea and another 4 dreadnoughts for the Baltic. The four dreadnoughts which were launched in coming July were not included in this program. The minister of navy was to hand over within short time a complete program to realize within a period of more as 20 years. In stead of Libau was Reval to become a naval base.
