Japanese navy wanted torpedo boats in stead of destroyers according to the Dutch newspaper Het Vaderland: staat- en letterkundig nieuwsblad evening edition dated 29 November 1933

The Japanese naval authorities developed plans to create flotillas of new torpedo boats in stead of heavier but more expense destroyers. In their opinion was the best way to use the tonnage of warships which Japan was allowed to built according to the Naval Treaty of London for building torpedo boats. The building of 3 of such boats at Osaka was all ready ordered and tenders were asked for the coming month. These boats were to be armed with 3-4.7”guns and 4 torpedo tubes.
