American millionaire Stokes invented floating battery according to the Dutch newspaper De grondwet dated 28 April 1903

Russian so-called popoffka's

An item dated New York the 22nd reported that millionaire Anson Phelps Stokes (1) who the main part of his life was known for his charity in hospitals and orphanages came with an invention which could provide 100 orphans within a second. He invented a floating battery of enormous strength to protect harbours against an eventual enemy. Completely built of steel resembling a giant apple of which the two pips consisted of two mighty rifled guns. The idea of a pure circular floating battery was completely new. The battery herself was of a simple design although already used for the Russian Vice Admiral Popoff. Lacking steam engines like the Russian battery which could sail under own steam was Stokes’ battery depending on other vessels to be brought to the needed position.
