Dutch minister of navy wanted to built in 1869 just 2 monitors and an armoured river defence vessel according to the Dutch newspaper Heldersche Courant dated 3 October 1868

An item reported that the Dutch minister of navy wanted to added more monitors to the fleet. Those vessels being similar armed were less vulnerable for enemy fire, less expensive and excellent suited for defending the fairways. He asked for the budget year 1869 a budget for building just 2 monitors while the building of also an armoured river defence vessel was also intended and that was the complete production of the armoured works. More could these works not provide and the minister thought there was no need to purchase the armour elsewhere on short notice.
