Japan wanted British seamen for training her navy personnel according to the Dutch newspaper Java-bode dated 23 May 1873

An item reported that the Japanese government decided to reorganize her customs service and navy on British model. Some British navy officers and sailors were already invited to come to Japan to become instructors at the school at Tokri. One of the conditions was that they were not allowed ton interfere in political and religious issues, neither act as merchants.
