British First Lord of the Admiralty Hoare objected against not accepting foreign orders for building warships according to the Dutch magazine Marineblad dated 1937 no. 2

An item referred to the magazine U.S.R. dated 24 December 1936 reported that Sir Samuel Hoare (1) stated that in 1936 warships were laid down in England with a total tonnage of 200.000 tons. Of the building costs was 85% used for wages. In his opinion was despite the fact that the British Fleet program was yet not completed it foolish was not to built for other countries. He was afraid that after the British navy was on an acceptable orders the British shipyards more as ever were depending on foreign orders as before. Not accepting orders now was loosing orders in the future.
