British Royal Navy needed tow types of destroyers depending where they were to be used according to the Dutch magazine Marineblad dated 1905-1906 no. 3

An item reported that the British Board concluded that the navy needed two types of destroyers, one suitable for the oceans and one for the coastal waters and seas. The decision was to combine speed and ocean going needs and design a special type of ocean going destroyers. While the building costs were quite high, would be just a relative small number be built. Further would be a coastal destroyer be designed which was cheaper so a larger number would be built.
