France intended to replace all torpedo boats by submarines according to the Dutch magazine Marineblad dated 1910-1911 no. 5

An item referred to a decision sent by the French minister on navy (1) in which he officially informed the marine prefects that there were none torpedo boats to be built but that all were to be replaced by submarines in the future. He reckoned for a torpedo boat an usual service of 17 years, meaning that the last ones were to be stricken in 1923. In advance were the 5 so-called portes de ravitaillement [supply bases] along the Atlantic coast abrogated and the material transferred towards Lorient, France.
