French flotilla leaders too strong for traditional escort tasks according to the Dutch magazine Marineblad dated 1935 no. 2

An item referred to the magazine N.M.R. reporting that the French flotilla leaders with a displacement of 2.400-2.700 ton were in fact too strong to be used just as escorts for the capital ships. Apparently were these flotilla leaders designed for surprise nightly attacks and long distance reconnaissance. A policy was needed to make the best use of these ships.
