An item reported that according to the Russian naval program 3 fleets were needed, the Baltic Fleet, the Black Sea Fleet and what was called the Siberian Fleet, the latter stationed at Vladivostok, in the Far East. In the war with Japan 1904-1904 was that fleet in fact annihilated.
The Baltic Fleet was to be completed in 1930 and to exist of an active fleet of 16 battleships (1st squadron completed in 1918, the 2nd in 1924), 8 armoured cruisers, 16 protected cruisers, 36 ocean going torpedo boats, 12 submarines and further more smaller vessels like transports, minelayers, mine hunters, training ships and so on and a reserve squadron consisting of non-active ships.
The Black Sea Fleet had to have a strength 1,5 larger as the surrounding countries. There was yet not decided on what term this fleet was to be completed.
The Siberian Fleet was to consist of 2 cruisers, 18 torpedo boats divided over 2 flotilla’s, 12 submarines divided over 4 divisions, 3 minelayers and the necessary transports and training ships. As soon as funds came available were battleships to be added.
Building times for new ships were reckoned to be for battleships and armoured cruisers 4 years, for small cruisers 3 years and for torpedo boats and submarine2 year.
Service time was to be reckoned as for battleships and armoured cruisers 22 years after these were laid down or 16 years in the active squadron and 6 years in the non active squadron. For small cruisers were the figures 13+5=18 years, torpedo boats 12+5=17 years and submarines 10+4=14 years. If a ship was lost, was a year a budget for replacement to be asked for. The active squadron served 9 months, the non active 6 months each year.
