Germany intended to station warships in the Mediterranean according to the Dutch magazine Marineblad dated 1911-1912 no.7

An item reported that Germany intended to station a squadron or a division in the Mediterranean. For this purpose were some cruisers to visit in the next coming winter several harbours in the Mediterranean. With this decision was the existing strategic policy broken that the naval forces were to be concentrated in the North Sea and Baltic. (1)

1. Germany possessed at that moment also colonies in Africa and Asia, for which also naval units were needed.
