British cabinet considered decreasing budget for submarines according to the Dutch magazine Marineblad dated 1909-1910 no. 3

An item reported that according to a rumour the British cabinet in 1909 would asked a lowed budget for submarines, while especially the latest types were not a success. In Portsmouth, England were other types tested. The navy considered to use the shipyard Pembroke as a submarine yard.
