Japanese navy asked for budget for large shipbuilding program according to the Dutch magazine Marineblad dated 1911-1912 no. 8

An item reported that the new Japanese Department of Navy intended to ask the approval of the Parliament for a budget of 350 million yen of which 270 million was to be used for building 7 dreadnoughts and 2 armoured cruisers. The remaining 80 million was for building smaller vessels. Within 7 years was this shipbuilding program to be realized.
