Austrian navy was just to be used for coastal defence and not international interference according to the Dutch magazine Marineblad dated 1899-1900 no. 10

An item referred to the magazine le Yacht reporting that the Austrian naval budget for 1900 was 41.250.000 francs including the building of 1-7.000 ton armoured cruiser and the completion of the torpedo cruiser Zenta, Aspern and C. An extra ordinary budget made it possible to start with the building o 8.430 ton battleship for replacing the Erzherzog Albrecht, building costs 13.750.000 francs. The minister of navy was not interested in developing the Austrian navy into a major power but she was at least be a 3rd class power.
