Japanese experts warned for executing building of all capital ships at once according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that shipbuilding experts in Japan feared that execution of the building at the navy yards of the 4 battleships and 3 battle cruisers at the same time would be disastrous for the (near) future. The ships were to be completed before or against the end of 1917 despite the worse financial situation in Japan. When the ships were built, were less labourers necessary with all disadvantages.
