The projected strength of the Russian Baltic Fleet according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that the Russian Baltic Fleet was to consist in the future of 3 squadrons of which one reserve. Each squadron was to consist of 2 divisions of 4 battleships, 1 division of 4 battle cruisers, 2 divisions of 4 cruisers, 4 divisions of 9 destroyers, 1 division of 12 submarines and further more minelayers, depot ships and so on.
