German navy creating a reserve fleet of capital ships according to the Dutch magazine Marineblad dated 1907-1908 no. 6

Kaiser-class battleships

An item referred to the International Revue des Ges. Flotten reporting that according to the German Fleet law except for the battle fleet also a reserve fleet was to be created. This reserve fleet was already partly available thanks to the reserve squadrons in the Baltic and the North Sea. The Baltic squadron with as homeport Danzig and consisted of the 8 coastal defence ships of the Siegfried-class. (1) The North Sea squadron with as homeport Wilhelmshaven consisted on the moment of the battleships Wörth (2) and Weissenburg and was on short notice to be strengthened by the Brandenburg and Kurfürst Friedrich Wilhelm. Battleships which were replaced by new building were to be added to the reserve fleet. Presumable the first were that of the Kaiser-class.(3) The reserve fleet would attend the manoeuvres for special tasks although not continuously commissioned and commanded by a flag officer.
