German navy increasing number of torpedo boat flotillas according to the Dutch magazine Dutch magazine Marineblad dated 1913-1914 no. 2

An item reported the presence at Kiel and Wilhelmshafen, Germany of the crews of 6 torpedo boat flotillas. While according to the Flottengesetz 1912 9 of the 12 flotillas were to be available, was decided to create on 1 April at Wilhelmshaven a 4th division with the crews for a flotilla.
