French reorganizing permanent defence system according to the Dutch magazine Dutch magazine Marineblad dated 1913-1914 no. 2

An item reported that as result of the major changes in the last years in the French permanent defence system was a new organisation needed according to the Moniteur de la Flotte dated 15th March. The changes consisted of no longer using ground mines, founding of flotillas minesweepers [‘mine fishers’] and the development of the coastal reconnaissance service.
