England supporter of limiting the use of submarines for war purposes according to the Dutch newspaper De Telegraaf dated 25 March 1920

An item dated London, England 24th reported that the British First Lord of the Admiralty Long stated in the House of Commons that he agreed with limiting or abolishing the use of submarines as war weapons. The British Admiralty was willing to support this although doubted if it was real. The [treaty] conference ad Paris, France hesitated to forbid submarines while the League of Nations had no means to prevent small countries protected themselves with submarines lacking budget for battleships.
