According to rumours was Royal British Navy preparing to battle with the Russian Baltic Fleet according to the Dutch newspaper Soerabaijasch handelsblad dated 2 November 1904

An item reported that off Tangier, Morocco several British cruisers were lying in the Arosa Bay. The British department of war stated that at Gibraltar were lying 14 protected cruisers and several destroyers. An second item dated London, England 2nd even reported that the British fleet at Gibraltar was even prepared for battle.(1)

1. The Russo-Japanese war between 8 February 1904-5 September 1905. The Russian Baltic fleet underway towards to the Far East destroyed some British fishery vessels believing it were Japanese torpedo boats. England was furious and threatened to pursuit the Russian fleet to the Far East.
