French naval staff desired large number of battleships according to the Dutch newspaper De Sumatra post dated 10 June 1909

An item reported that the new French fleet program had a budget of 3 milliard francs to be divided over 10 years. The naval staff seemed to accept the program resulting in a number of 45 battleships in service.
