An item dated London, England 4th reported that the British cabinet a commission of investigation proposed, consisting of 4 men to be appointed by England, Russia, France and the USA each one and a fifth delegate by the 4 countries together. The main task of the commission was to examine the North Sea incident. The commission was to work at Paris, France, supported by a jury. Witnesses at Hull in the meantime stated that there were none torpedo boats near the fishery fleet on the North Sea.(1)

1. The Russo-Japanese war between 8 February 1904-5 September 1905. The Russian Baltic fleet underway towards to the Far East destroyed some British fishery vessels believing it were Japanese torpedo boats.
