Several Russian warships lying at Port Arthur, China were useless according to the Dutch newspaper Soerabaijasch handelsblad dated 23 November 1904

Japanese armoured cruiser Aso

An item reported that the harbour of Port Arthur, China (1) were lying 5 unseaworthy battleships, 2 cruisers of which the Bayan (2) was seaworthy and 3 gunboats. In the outer roads protected by the artillery of the Golden Hill were 11 destroyers lying.
