The US navy program 1924-1925 according to the Dutch magazine Marineblad dated 1924 no. 4

New York-class battleships

An item referred to the Naval and Military Record dated 5 March 1924 reporting  that for the US budget year 1924-1925 none budget was yet reserved for building the new 10.000 tons cruisers. The program budget included posts for modernizing the battleships New York and Texas dealing with underwater protection, armoured deck protection against aircraft attacks and converting the coal-fuelled boilers into oil fuelled boilers, costs around 6,8 million US dollars, building 8-10.000 tons cruisers, each costing 11,1 million US dollars excluded the armament and armour and six river gunboats  for service on the Chinese rivers, costing each 700.000 US dollars excluded armament, although just a budget for 3 of these gunboats was approved.
