Independent Commissioner’s Office for the Soviet navy founded according to the Dutch magazine Marineblad dated 1938 no. 5

An item referred to the Revista Marittima dated May 1938 reported that the creating of a Russian independent Commissioner’s Office for the navy was of significant importance. It was called the first step to realize a large ocean going fleet. After 20 years was again a naval staff appointed with admiral 2nd class Haller (1) as chief.

1. Thus must be Lev Mikhailovich Galler (29 November 1883 St. Petersburg, Russia-12 July 1950) and not Haller. Arrested in 1948 dying in custody two years later. Commander in chief of the Baltic Fleet 1932-1937, chief naval staff 1938-1940 and became in 1940 as Deputy Commissar for the Navy responsible for the naval shipbuilding.
