Japanese submarine flotillas lacking submarines according to the Dutch magazine Marineblad dated 1912-1913 no. 9

An item reported that Japan possessed in theory 2 flotillas of each seven submarines although there were just totally six in service. Each flotilla of 3(!) submarines had his on mother ship.
