An item referred to the Naval and Military Record dated 4 February 1921 reporting that the difference between the present large destroyers and the small cruisers more and more disappeared. The countries which signed the Three Power Agreement (1) to limit the number and size of cruisers were able to evade this limit by builder so-called super destroyers. Despite it were still no cruisers a super destroyer was able to execute traditional cruiser tasks.
