An item referred to the magazine Marine Rundschau dated March 1938 reporting that the Japanese naval air force had a personnel strength of 13.000 men. In 1938 was started with the training of pilot cadets with an age of 16-20 years with at least 4 classes high school and who could be appointed to the rank of officer after 2 years flying school and 3 years seconded to a coastal force. It was the intention to establish 6 flying school who had to train within 5 years 6.000 pilots.
