England intended to return Weihaiwei to China according to the Dutch magazine Marineblad dated 1913-1914 no. 5

An item referred to rumours that the British government intended to return Wei hai Wei to China.(1) It was to become naval base for the Chinese fleet to be restored with British support.(1)

1. In north east China including Port Edward and with Port Arthur (Lüshunkou) controlling the entrance to the Gulf of Zhili and so shipping bound for Beijing. Leased by the British government since 1896 until 1 October 1930. The British Royal Navy leased than Liugong Island which was invaded by the Japanese on 1 October 1940.
